If the 2nd Amendment Only Applies to the National Guard..

People who say the 2nd Amendment only applies to the National Guard because of the first line seem to forget there is a second line. If it only applies to the National Guard, does that mean National Guard Soldiers' right to carry their service weapons can't be infringed? Does that mean we can carry anytime, anywhere and telling us we can't infringes on our rights? The second line in the amendment doesn't refer to soldiers at all, it refers to the people. It says the right of the people to keep and bear arms shall not be infringed. I have yet to hear an explanation of why the 2nd Amendment only applies to the National Guard that includes what the second line means.

To me, the Second Amendment has always implied that any citizen of the United States might be called up to serve in what is termed a "well-regulated Militia" and therefore the "right of the people to keep and bear arms [for that purpose] shall not be infringed". I don't see that the Second Amendment gives anyone the right to 'keep and bear arms' for criminal purposes and nor does it (necessarily) give anyone the right to 'keep and bear arms' for their own personal protection. It's probably about time that the Second Amendment was, itself, amended to take into account modern weaponry and the current state of [so-called] democracy in the country ... and, indeed, the current need (or otherwise) for a "well-regulated Militia" ('Militia' meaning not just a regular armed force but also Police and other persons involved with security and the maintenance of law).

@owlwings Interesting but still doesn't answer the question. If the 2nd Amendment only applies to the National Guard, then what does the second line mean?
