If Members of Congress are Representing their Party, their Caucus and The Speaker of the House

Who is representing the people of your Congressional Districts? The answer is, they don't even consider themselves Representatives anymore. It is Party and Caucus above all. Even if they declare themselves "independent" they have to choose which party they will "caucus" with.
