Flower question

We just fixed a muddy mess in our back yard (off our bakc porch). Finished the project yesterday in fact. Well finished the digging out and laying down of mulch part. Now i am thinking either: a flower edge and paving stones or a couple (4) bushes and paving stones. I am leaning towards bushes and paving stones. But wanted to see what the rest of the world thought...

Bushes grow big, do you have the space? Bulbs come back each year, well down here. Some flowers like more or less water, can be a hassle to keep. I would go with the flower edge, drought tolerate. Hey! how about an herb borders?
