Who exactly is Jane Doe? How did this term come into existence?

If you do Google search for "Jane Doe", the results will show thus - an anonymous female party, typically the plaintiff, in a legal action. Any idea how this term originated?

I think it is declared at state level. You can use that name in commercials as example like name on credit card or some other ID.
