There was this ex mayor who was meant to stay in prison for additional 20 years. But for some reason the last administration granted his release for good behavior.
Now people are in rage because law makers wants to lower age of criminal that needs to be jail instead of rehabilitation. Not to mention those who are killed in operations.
This ex mayor raped a student and when he was done he gave her to his men. While her companion was beaten to death. It's even more insult that he denied the crimes to this day.

This was a very sensational case, you should still have not been born yet. Ever heard of the Maggie de la Riva case? where the rapists were put on electric chair and it also involved prominent Manila families in the 1960's.
