Revolution and Reform

Revolution is a sudden populist movement that can change the government but reform is a step by step movement to change some governmental institution.my point is which one is more important to apply in case of Dictator Government system?

What do you think? What is the government in Ethiopia like. You know that have an "odd" Democracy here in the US.

The government system before doctor Abiy Ahmed is absolute dictator system, but the government(EPRDF-TPLF) is removed step by step using Reform. i don't think so it is the right way.
