Piercing your dogs face !!!

I work in cargo and we except animals and one day an animal we excepted from another facility had a piercing on its face . I feel this is animal cruelty what do you think ? I really thought it was ridiculous for a poor innocent animals to be pierced in the face right in the middle of the forehead it infuriated me to see this . I would like to know what your thought is I was staring at this animal and right in the middle of his four head was an earring I was like oh my God What is wrong with the owners why would someone do this to a dog !
