My PC refusing to get FRESH START

The other day when we were discussing about "Mylot asked me change my password" admin suggested to check on my virus protection and then when I opened my Windows defender I noticed there are six aspects governing the security of the PC. It included virus threat & protection, Account protection, Firewall & network protection, Application & browser control, Device security and Device performance & health. Out of the six vital aspects, required for the security of the PC, listed above, first five are ticked in the case of my pc but the last box which is device performance & health requires to be attended. For that the system suggests "Fresh Start" in this the operating system is loaded afresh and all the third party applications including third party browsers, windows office etc. are removed. Personal files are kept intact. I tried to give fresh start to my PC but it wont work , pc would hang up after some time giving no message. Anybody familiar with this fresh start who can guide me about what to do for getting this done successfully.
