The Reason Why My Computer is Not Working Right

Things I found when I open the CPU case:
Not dirty as I was expecting.
Cables are intact.
Loosen CPU cooler fan
Chipped part of mother board surrounding the CPU bed or the cooler fan maybe causing it to loosen and not able to hold the lock properly
Issue:
Turn off few seconds after turning on
I believe the loosen cooler fan and the chipped part of it are reasons why it's not working right.
I won't bring the computer yet to the shop. Sure they just recommend to change the whole mother board and won't repair the chipped plastic component.
There is hope yet the computer to function right without the repair and that is to lay down the CPU and don't let it stand so that the cooler fan won't fall down when touched by accident.
I hope I can use sealant to attach back the chipped part.

@ZedSmart because the technician couldn't revive it anymore even after taking everything apart and reassembling them
