Hassle to report the online scammer here in the Philippines

I've been reporting my online scammer of g-cash so that if I still have the chance to refund it or at least the scammer g cash account will be block but then it was really hassle to report the scammer on the phone 1. I keep on calling the globe especially the g-cash hotline but when I am calling there are too many commands up to the point that after asking for 11 digit number it will not entertain calls to reach the agent itself. 2. I was able to talk to the agent it can be to globe but then reconnection but at times it will not allow for reconnection to other department 3. There were no feedback yet then when they sent an email I was only asked for the attachment, details of me and the scammer, then the narrative report. But I was informed that they are not permitted to transfer funds. 4. When they responded it was not included that his number is blocked so that he cannot scam again. Therefore he still have the chance to scam more people. 5. I called the Anti Cybercrime group I was only told that I need to file a complaint personally so that they will contact the g-cash to block it. I was told that they cannot trace the real perpetrator and the funds won't be refunded or given back to me. 6. The investigation will be still in the long process if I will file the complain. So now I realized why the scam will be really still rampant it is because the justice system doesn't really somehow work that much.
