This is part of the scammer's modus to ask for donations and taking advantage the situation so that the scammer can capture the hearts or emotions of other people even sympathy. It is up to them of what kind of strategy are they going to make to attract the people so that they can ask for money. It is hard to judge people online if who is really worth to give the donations. Even personally you cannot even trust the beggars because some of them are under the crime syndicate. There are many tactics in terms of donation scam and one of it is letting you feel the sympathy. There were too many post about asking for help and donations, you are not sure which is legit, reliable and telling the truth. That is why we must be vigilant to this kind of post and make sure we are helping the deserving people.

If I am also in your position I am already in doubt if he waved it off, it makes me think that beggar can be under the crime syndicate. Though it is hard to judge on the other way around what if they've already experience food poison or expired food from others that is why they no longer accept food but cash only. Oh well there's always two sides of the story.
