How to configure a laptop system for browsing.

My new laptop can not open any web-page I took the laptop to a computer repairer but I was told to run a configuration on the p.c for browsing, and I dont just know how to configure any laptop for browsing, other application are working perfectly in the system but having some browsing issue.Any help tips to help me with this?
