I created an account at Newsflare last night. But, until now, I have not been able to fill in my complete identity. Newsflare requires you to send a paypal account number. But, until now, I don't have a Paypal account. My friend taught me how to create a Paypal account. First of all, I must have a national bank account first. And, I plan to make it early next month. Lol.

No, you dont need national bank account or credit card. Just skip it.
An email is enough for making paypal account

There's no paypal account number, the email that you used when you signed up serves as your paypal identity. No you don't need to link a bank account or a credit card right away in order to use PayPal, that's only needed to withdraw your money or verify your account.
