Do HR 's used their personal numbers to reached candidates?

Today his phone ring so in true caller it appears the name,i saw that it's a woman so i answered,i said hello...hello..but nobody responded on the line then she off the call.
I asked my husband do you know this caller,then he said,yes it's the HR of the last company i went for interview.
Then made me think why there's no company number and how he suddenly memorize it?
I said why she didn't talk if job matters,
She didn't know how to speak English?
Anyhow that's all about.
Any idea?

I think most of HR staff use company mobile number for calling applicants

In my opinion for Company calls all the most as staff use company numbers only, but for personal help, they use their personal number.

Either he just randomly remembers the number, or he remembers the "woman" who called him. Hmmm..I sense a possible cheating going on. Better be vigilant, I could be wrong though.
If it really was the last HR she should have greeted any one who ever answers the phone and even look for him in the process.
