Who is "THEY"

We always say "they are coming out with a movie" or "Do THEY make halter tops" or "they are coming out with a new ______" WHO IS THEY!?

It's often used when we don't know who the subject is, or we don't really care, as it isn't the focus of the sentence. It's one way to avoid the passive voice.
