Can a wife limit her husband's spare time allocation?

I have a friend who is male. He and his wife have a five-year-old child. He likes playing mahjong (a traditional Chinese game similar to Texas Hold'em). He is very distressed recently. His wife doesn't like him to play mahjong, but hopes that he can accompany his wife and children when he comes home. My friend wants to play mahjong every ten days. I'd like to know if there are similar troubles in marriages in other countries? In other countries, how to solve similar problems?

My father was addicted to mahjong once and it has affected his relationship with my mom. But he changed and he quit playing mahjong and spent his time running his own business instead and earned a lot of money.
