I personally think it's a mixture of both, you have to have the attitude to make the clothing sexy and sometimes you have to have the clothing to make you sexy, even if you have the attitude, though i don't think clothing is as important as your attitude.

i support your response,as sometimes girls which seem to be coy,fragile and timid; do have that fire in them which can give complexes to sexy bomb shells also.so it is all about attitude.

Sexy-- at least to me-- is as much an attitude, a way of carrying yourself... and simply a "way of being" as it is anything. It's a bit like charisma-- you either have it, or you don't. Clothing CAN make someone sexy, but the sexiest outfit in the world isn't sexy on someone who doesn't know "how to wear it." Similarly, a really sexy person can make very ordinary, UNsexy clothes seem sexy. Think jeans and a white t-shirt. Nothing sexy about that, without the right person wearing them.
