Covid-19 exposed the weak point of civilisation so far

Covid-19 made it clear that man is doing unnecessary things like inventing material comforts and newer and newer weapons of destruction all the while ignoring the basic issue of developing human herd immunity to viruses. At least now the scientists and governments should divert their attention to this basic issue.

I am a little confused with the words there. How can government and authorities focus on herd immunity?
Herd immunity is a myth with this virus. People are getting multiple infections. And now the idea of booster shots after two vaccination is proposed and few countries have started with that.

Epidemics and pandemics had always been part of human civilization, it just so happened that the covid-19 pandemic broke out during this time and age. It's not possible for governments to facilitate herd immunity for all kinds of viruses.
