Who is instructing Joe today?

I often wonder who the puppet master is. So who told Joe to ran away and leave the Taliban with all our secrets, military bases and the people who were allies. Did he really come up with it on his own? I cannot imagine any military experts giving that advice. Is there really anyone here who thought that was a great plan (real question)?
