Neighbours at war

what do you do when a neighbor won't keep their yard clean and tidy and another person who passes by your home late at night blaring their stereo-like its party central. It's like 2 AM in the morning, you call the police to take care of it but as soon as the police arrive everything has gone quiet as if there was nothing happening at all.
Bear in mind that we live on the main road and a couple of doors down from a 24hr gas station and it's the only place open after 10 pm.
It was ok and tolerable during the summer when my kids didn't have school the next day but when there's school the next day my kids turn into little demons because their sleep was disturbed during the night.
It's stressful when all you want to do is sleep and make sure your kids are well rested to have a productive day at school.
Any tips would be greatly appreciated.

Maybe you should try recording and documenting everything on video with time and date stamps in case you decide to file charges or a formal complaint.

There's little you can do. As you mentioned, you can call the police and complain, but that doesn't always do good. Document it yourself, or find a way to dampen the noise from your end. Ear plugs or noice cancceling headphones can help with getting a good night's sleep.
