The electricity is off right now, it's been like 3 hours and my phone is running out of battery. I think i'm just gonna charge my phone through my laptop. But first let's hope my laptop battery is full or at least more than 50% It's okay right to charge your phone through laptop?

You could always buy a solar power bank, it's very cheap now with prices ranging from 6 dollars up depending on battery mah and or brand. Charging it through your laptop battery would shorten it's life because rechargeable batteries have number of cycles making it more expensive in the long run

It is OK to go through a notebook, or you can spare a solar panel
