Sounds like you're doing good already. What's your niche? 
I think it's a good idea to post daily, at least once, up to three times a day.
Use up to 30 hashtags, make sure to not use the same all the time because the algorithm might perceive it as spam. There are sites that suggest hashtags depending on the niche, or you can check what the "competition" uses and take some "inspiration". 
I'm not against follow/unfollow but you have to do it slooowly so nobody notices. Also interaction in general should be limited, so not too many likes or comments per hour.
The description should include text that helps users engage, such as questions or call-to-action such as "like and comment if you agree" or "tag a friend who may like this". 
Engagement is what helps your content be seen, therefore it helps gain followers too.

@Mayabee21 It's suggested to use a few big hashtags (those used millions, if not billions, of times), some moderate-sized ones (from 500k to 1m) and few less common ones (under 500k). Sometimes translating the hashtag into another language will do the trick. Like, if you used "animals" before, you can use "animaux", which is French, next time.
