Why is The National Desk's broadcast So Badly Cut?

Maybe I'm looking for a 'crash course' on "how broadcasting works," or maybe I'm noticing that TND's broadcaster's need a refresher on it! But when I watch The National Desk, I notice that their 'return from commercial-break' often starts MIDWAY THROUGH THE REPORTER'S FIRST SENTENCE! Does anybody else notice this?! I've noticed sometimes people go to a commercial break while someone's still talking and I'll say to my Mum, they cut him off in his prime.
