Missing wheels that belong to a digital sign trailer in Canada

I just wonder what is running through the minds of the person or persons that stole the wheels that belong to a digital sign trailer that is currently stationed on a highway in the county of Wellington in Ontario Canada.
The wheels that were on the digital sign that is located on a shoulder of a road in Belwood that were reported missing over two weeks ago.
What makes this story kind of odd is that the digital sign that is located on the highway now reads "Have you seen my wheels?"
The previous message that the sign read was issuing a warning to drivers on the highway to warn the drivers not to drive at excessive speeds while driving on the highway.
County officials are hoping that the person or persons that stole the wheels return them soon so that they can move the digital sign to another location so that they can move the digital sign to continue to warn drivers to drive safely.
As far I know if the persons involved in the robbery of the wheels return them to the county officials, they will not face any punishments from the authorities.

That is a good question since I am wondering why the person stole the wheels in the first place?
