Why are there so many creepy people in Toronto, Canada?

It's been 7 months since i am in toronto.I moved here as an international student in december.I have seen so many crazy people here so i just want to share some of my experiences here.
In winters i have not seen these many homeless around the city but now a days homeless people that are littearly everywhere!! People are shouting at each other randomly, they are half naked or on crazy clothing. This is just day time, god knows what is going on at night.
In india we do have homeless people but they don't behave like this.They just sits in one corner.
Sometimes i feel very unsafe to roam around the city during the night time.
Have you ever visited the Toronto? have you seen this kind of people?

I have seen those kind of people here but only in slum areas. But in our city? Nope.
Never been to Toronto.

There are lots of homeless people in Oregon. There needs to be housing for them.

maybe the homeless become more due to pandamic,we need knew a truth many people lost job due to pandamic,furthermore,many companys went bankrupt.The global economy is going down,so the homeless became more.there are a few homeless persons in our city,but they usually lived under overpass,won't disturb others.
