Seven year old boy saves the life of a 3 year old boy who nearly drowned in a pool

Massiah Browne was at the right place at the right time in a swimming pool in Sacramento California on Tuesday when the seven year old boy saw a three year old boy at the bottom of the pool on the face down and not moving.
Massiah then took action to swim where the three year old boy was locate, took him by the hand and took him to the surface to the side of the pool when the firefighters of the Sacramento Fire Department came to give the three year old boy whose was not released CPR until he revived.
After the three year old boy was able to breathe again, he was taken by an ambulance to a local hospital to be treated for hie near death experience.
I am sure that the Sacramento City officials will give Massiah a life savers award at a public meeting in the near future.
I am wondering where was the parent or caretaker to watch over the three year old boy at the swimming pool?

I was wondering why would a parent allow a young child to be at a swimming pool by themselves at such a young age? Most persons who save others from drowning admit that they act on the impulses of doing what is right.

That is a miracle in itself that a seven year old can save a three year old, However neither one of them should have been alone by a pool,

That is what I am wondering where were the parents of both children while their children were in the pool area without a lifeguard nearby.

Massiah was indeed at the right place at the right time on that day in the swimming pool. Since the parents were not around to watch their children at that time although I could be wrong.
