i am looking for websites that allow someone download mobile games free of charge to a pc then transfer it to a phone using bluetooth or infrared wireless connection.

Try mobile9.com. You can download games, software, and other applications in that site. I used to use that when I still have my phone. Unfortunately it got destroyed so I can no longer use it. Try it. =D
