I don't know what this is

Mom received one of those late birthday gifts from one of her acquiantances who came from a vacation. But when she opened it, it was a clothing none of us understand. Maybe this was used in some type of tribal wear dance in a festival or something. Or it's just another decoration for the door. What do you think?

@Letranknight2015 Yes many people make these by hand here and sell them for a hefty price. You could sell it here for a high price.

I think it could do both. You can use it for many different things. She could wear it to a party or festival.
