He is an active K9 dog for our city, he will retire in 3 yrs. I want to breed him and apparently this is against the rules. why do you think this is?

They might be afraid he will get STD's or something. I don't know if dogs have STD's, but they probably do. It could also be that it might make him lose focus and won't be able to sniff out criminals.
