Not seen this in a while

This is the view of the sky that I saw in the month of June something that is rare as June is a month of rain here. Nothing seems normal.
Today around 3 this afternoon I could say there was almost a cloud burst - pouring rain and the workers had to stop doing their work This will cost us as they do not get penalised when such things happen. It has just about stopped raining but the current is off. I am told it will be restored soon.
Why should we be penalised and the workers get paid is my question for work they will not do?

@dya80dya We have had fixed seasons before but not anymore. It rains at odd times.

Many jobs like that are paid by the job here. So the price doesn't change if they take longer
