A company I used to work for had financial issues and ended up going under about a year ago. I still had the work laptop that I now had no way to give back, so I decided to do a reset on it to use it for my personal use. I first tried to do it via the menu inside Windows by searching for reset then clicking on reset this PC. That failed due to restrictions on the computer put in place by the company's IT. I then tried to download a Windows 10 iso to mount and see if I could use the setup.exe to get into the install functionality, but that also did not work for the same reasons. My next idea was to create a bootable Windows install USB and try to boot from it. I entered the bios to change the boot order, and amazingly I was able to set it to boot from the USB first instead of the hard drive. So I rebooted and was greeted by the Windows logo that you see when installing the OS. I got to the part of the process where you select what partition you want to install the OS on. I selected the C: drive but got a message stating due to it being bit locker encrypted, I could not install windows on to it. I sat there for a few seconds confused on what to try next, but then I decided to see if I could delete the partition, which would wipe it completely. I clicked delete and it worked beautifully. The C: drive partition was wiped, and I then installed the OS on it and now it works just fine.
