Above 13000 feet the fog and clouds are at same height

I found that above 13000 feet there is a tendency of the clouds engulfing land space. The fog and the clouds are at the same height.If there are nimbus clouds it brings rain. The fog reduces visibility by 3 pm in the afternoon.

Sometimes the fog is touching the ground here and you can not see very far.

yes Cheung and in the himalayas that starts in the afternoon itself
