Shocking remarks from the president of Kenya

Following a series of demonstrations decrying poor leadership, corruption, nepotism and joblessness which were accompanied by vengeful attacks on police stations in Kenya, the president in his recent remarks advised the police to shoot protesters in the legs. I do not know if suck a remark or order is a thing expected from a head of state. I was shocked indeed.

Why are you shocked? William Ruto is a tough man He said enough is enough and he means it People have to respect law and order. Maybe if a few of them get shot in the legs it will be peaceful again

Without knowing all the details of the protests, it seems to be an extreme reaction. In the US there seems to be a lot of protests over imaginary causes. These protests can and do become violent and Law Enforcement commonly uses non lethal measures like tear gas, stun grenades, rubber bullets, pepper balls and bean bags. In the past, dogs and water cannons have been used. I'm wondering why Ruto is rushing right in to using live rounds against protesters. Are the protesters armed? Are they attacking police or government buildings?
