I feel the air is more chilly before lakes freeze at height

In the China Tibet India border the himalaya mountains are amazing. At more than 13000 feet the air is chilly. I find the air more chilly and cold when the lake still has water at zero degree. Once it freezes and frost acts as insulating agent.

Zero degree water makes everything around it chilly. Sounds really nice.
