India's state Kashmir and Himachal Pradesh are on the high Himalaya mountains. Roads are created above 8000 feet. All the borders are shared with neighbouring countries like Pakistan, China, Tibet. So BSF and military are posted there. So the road makers have huge task always keeping the hilly roads clear. There is regular snowfall due to high altitude.

Yes, it needs a constant maintenance, more so because of the security reasons. Moreover, the natural calamities like rain and landslides make it even more challenging.

Indeed, making and maintaining roads at such high elevation with risks of landslides, torrential rains, snowstorms and overall inhospitable terrain is a very big skilled and strenuous work.
Kudos to the Engineers and workers at such places.
