Is it shooting or flowering?

It was last spring when I bought a mango tree from a nearby plant nursery, and planted it in my backyard. At first, it lost a lot of its leaves. However in the last 2 or three month, my mango tree seemed to be able to survive. It started to grow some new leaves on top of its branches. I'm not sure if those are new leaves or ....flowers! I've been trying to upload a picture here. What do you think? Is my mange tree shooting or flowering?
