OK you caught me I'm throwing out parts of a dead body!

So, our garbage site/ recycling center has attendants onsite to kind of monitor what people are throwing away..and that things go in the proper bins. Most of the attendants at the various locations around the country are pretty laid back, and some only make an appearance when the need to, to compact the trash etc. However, one of the ones here is always outside when people are using the trash receptacle or the recycling. He is literally staring at whatever you do. I realize it is their job, but why can't they just do spot checks or better yet just ignore everyone when they come? It seems like I am always showing up when the nosiest attendant is there. He gives me a complex.I hate people looking over my shoulder.
