Phone kept ringing annoying

We have a senior acquaintance who calls us on the phone from morning to afternoon. Previously, someone spammed us with a childish acquaintance of moms. But this one is different, it seems she has Alzheimer's. It got worse because of the death of his husband. He has an adult child, but his patience is low. I heard he put up with her because of her pension.
In my annoyance, I temporarily disconnected the phone line. But put it back in case of a real emergency. She kept calling back because of government aide. No matter how many times my mom gives her instructions, she kept forgetting it.
It reminds to give a thought about having purchasing phone with an answering machine.

My late uncle used to do that to my dad at night. He finally turned his phone off and to heck with emergencies because he couldn’t get any sleep.
Shouldn’t she be in a care facility, or is that not possible? I can’t help but think at this point she could hurt herself if her memory is that bad. Honestly, and we all know it, his offspring should be handling this.

I think people with Alzheimer’s need someone patient enough to explain things, as they often can’t remember recent events and tend to recall the past more vividly. It seems your mom is someone who remains in her memory, which is why she keeps calling her for support. I feel sorry for her because she needs more support from her family in this situation. I understand there’s no cure for this, and it will only progress over time.
