How to approach a girl about communication problems?

My neighbour's problem is not huge but it annoys him and he need a good way to bring it up. He do not want to sound like he is nagging... any help is greatly appreciated! He wanted to know from a girl's perspective how to go about bringing up a communication issue so that his point is made clearly. any insights into this? how should he talk to her about it? thank-you for your help! He would really appreciate it!
