How do i explain to my children that being a citizen we have to follow laws,but

I have tried to teach my children that there is good and bad in everyone no matter what their race,religion or beliefs are. But when you hear people talk in public or on tv about this immigration problem it makes it difficult. I teach my children that laws are here to be followed or else you will go to jail etc...So when my kids tell me "Mom if people are coming here to this country illegally and know they are breaking the law why are they still here working.living,buying houses,cars and getting free money and food from the governmentwhy should be have to follow the rules and the laws?" The government isn't doing anything about it because they just want their vote and their not suppose to do that either. So what do you say to them when their right
