Do you think it is right of West Bengal govt. to give fertile land to Tata's?

Tata's need land to start the new plant which will produce economy cars under 1 lac. But is it right to ask for fertile land?
They were offered land in Andhra Pradesh and Karnataka also, so they could have avoided the controversy.
