Why do men have to make the first move ?

Why do women always expect a man to make the first move ? for eg to say 'I LOVE YOU',or for anything else like why do they always want him to ask her out first, or make the first move to kiss... I mean why can't they ever make the first move

Guys are supposed to woo us.
"We cannot fight for love as men may do
We are to be wooed and were not make to woo"
That's from Shakespeare, women I don't want to say want to be "won" or "hunted" but more of showed there is an interest.
I admit I told my b/f I loved him first, I kissed him first. I think things are starting to change were either one can make the first move.
