I don't understand what you mean? Something that stops flashers exposing themselves? Something that stops you going nightblind when the flas on a camera goes off? What?

Why would you need that? Most of the people who would want to take a picture of your license plate would have a way around this and not be using a camera flash at night anyways (most license plates have some kind reflection built into them).
