Drugs sold here??

My daughter informed me of a practice that I had seen but never paid much attention to. I used to see a pair of runners hanging from the telephone pole cables and wonder who went to the bother of throwing them and how silly they must be. Im the silly one. Apparently it is a sign to drug users that you can buy drugs in the area. Ive checked it out and here in Ireland it is true and Im shocked as you can see this all over the country. Does this happen where you live or are there any other strange practices that mark an area in your country.
