help with software dilemma

take a look at the pic i attached. what i want to do is, is make each photo into a link for my website. i used to use adobe pagemill but i wonder if there's anything else that is a small but functional software. my criteria: FAST, EASY, no extra codes inserted by proprietary softwares like dreamweaver. i don't want anything flashy that does all kinds of extra things, all i need is this one feature, so the smaller the program the better! should i go back to pagemill or can you suggest something else?
