Terrorism, use of violence, or the threat of violence, to create a climate of fear in a given population. Terrorist violence targets ethnic or religious groups, governments, political parties, corporations, and media enterprises. Organizations that engage in acts of terror are almost always small in size and limited in resources compared to the populations and institutions they oppose. Through publicity and fear generated by their violence, they seek to magnify their influence and power to effect political change on either a local or an international scale.

Your terminology is EXACTLY correct.. I teach this subject for the Army, and your definition is almost exactly from the Army Book!! Although the "small in size" piece is now not correct! Some of the MAJOR Terror Organizations are extremely well organised, and have a vast amount of resources, because of the World that we live in... IF we could remove the Resources of Bin Laden, the money in the Swiss Banks, etc etc etc it would help to reduce his effeciency! But while he is still able to train his people, we will still have Terror

" Terrorism is a global threat with global effects; ... its consequences affect every aspect of the United Nations agenda from development to peace to human rights and the rule of law. By its very nature, terrorism is an assault on the fundamental principles of law, order, human rights, and the peaceful settlement of disputes upon which the United Nations is established. The United Nations has an indispensable role to play in providing the legal and organizational framework within which the international campaign against terrorism can unfold".

Here's the technical view of terrorism... Terrorism is a term used to describe violence or other harmful acts committed (or threatened) against civilians by groups or persons for political, nationalist, or religious goals. As a type of unconventional warfare, terrorism means to weaken or supplant existing political landscapes through capitulation, acquiescence, or radicalization, as opposed to subversion or direct military action. "Terrorist attacks" usually are characterized as "indiscriminate", the "targeting of civilians", or as executed "with disregard for human life". The term "terrorism" often is used to assert that the enemy's political violence is immoral, wanton, and unjustified. Per the most common definition of terrorism — typically used by states, academics, counter-terrorism experts, and civil, non-governmental organizations —, "terrorists" are actors who do not belong to any recognized armed forces or who don't abide the laws of war, and who, therefore, are regarded as "rogue actors". Those labelled "terrorists" rarely identify themselves so and, instead, typically use terms referring to their ideological or ethnic struggle, such as: separatist, freedom fighter, liberator, revolutionary, vigilante, militant, paramilitary, guerrilla, rebel, jihadi or mujaheddin, or fedayeen, or any similar-meaning word in other languages. Terrorism has been used by a broad array of political organizations in furthering their objectives; both right-wing and left-wing political parties, nationalistic, and religious groups, revolutionaries and ruling governments.[1] Some persons and governments believe that the term "Terrorism", as defined in dictionaries, now has a negative connotation, under the theory that a person who attacks the civilian population is, instead, a militant, regardless of the status of the victims of terrorism.
