Tips on keeping your eyeliner fresh during the day?

well, ive heard of putting powder on your eyelid so it wont smudge. or eyeshadow first then eyeliner. ive heard of all sorts of junk but im not sure if it will work because i try them and it still smudges. well hopefully someone has a good tip to use beside my lame ones.
