Should people be allowed to panhandle with those bells at christmas?

Everytime I go to the store, they ring these bells and want money. Do you think that is the best way about getting people to give money? I don't mind giving, but they hit me on the way in, and then again on the way out!

Plus they are really annoying to listen to throughout the whole holiday season when you are shopping.
