Should the time difference between someone being sentenced to death and the actual carrying out of the punishment be less?We hear of people on death row for years (and occassionally decades). Is this fair on the victim's families (or the prisoner themselves)?

There are schedules that should be followed and they are laid down by laws. Before the law was enacted, there are discussions and unless repealed or amended that should be followed.

I am not asking whether someone agrees with the idea of execution,I am asking if for those countries that do use it whether the time frame should change.
Hope that clarrifies any misconception.
