what should we do?

my 10-yr old son is starting to show rebellion. whenever he asks permission about something and we say no, he sulks and doesn't talk to us for hours. he starts taunting his younger brother and sister and doesn't stop till the sister cries. sometimes, he breaks their toys. we try to make him understand why we say no sometimes but he won't listen. sometimes, i have the feeling that he's not after our permission at all. it feels like, he's just testing his limits. sometimes, i just want to give up.
